Ontario Employer Job Offer: International Student Stream (Closed)
The Ontario Immigrant Nominee Program (OINP) previously included the Employer Job Offer: International Student Stream for recent graduates who had an eligible permanent job offer from an Ontario employer. The stream was permanently closed on June 25, 2026 when Ontario removed its eight former OINP streams and introduced a redesigned program structure. New Expressions of Interest and applications can no longer be submitted under this stream, while applications received before the closure continue to be assessed according to the requirements that applied when they were filed. Candidates with Ontario job offers should now review the pathways available under the current OINP framework.
International Student Stream Closure
The OINP Employer Job Offer: International Student Stream permanently closed on June 25, 2026 as part of Ontario’s first phase of changes to the provincial nominee program. The former stream is no longer available to new candidates.
Following the closure:
- candidates can no longer create or submit a new Expression of Interest under this stream;
- Ontario will not issue new invitations through the former International Student Stream;
- employers and applicants cannot start new applications under this pathway; and
- applications submitted before the changes took effect continue to be assessed under the eligibility rules in place when they were received.
The International Student Stream was one of three former Employer Job Offer streams removed during the redesign, together with the Foreign Worker and In-Demand Skills streams. Ontario has since introduced the Ontario Workforce Priority Stream, which includes pathways for candidates with qualifying Ontario job offers.
Expressions of Interest and associated job offers registered under the former International Student Stream that had not resulted in an invitation were withdrawn as part of the transition to the redesigned OINP. Candidates seeking nomination under the new system must meet the requirements of a current OINP pathway and register through the applicable process.
Applications that were already submitted under the International Student Stream following an invitation continue to be assessed under the eligibility requirements that applied when they were submitted. These applicants do not need to transfer their application to the Ontario Workforce Priority Stream.
As of September 2026, the Ontario Workforce Priority Stream is the only new stream launched under the redesigned OINP, with further program changes expected to be announced.
How the International Student Stream Worked
Before its closure, the Employer Job Offer: International Student Stream gave qualifying international graduates a route to provincial nomination when they had an eligible full-time and permanent job offer from an Ontario employer.
The job generally had to be in a skilled occupation classified under an eligible NOC TEER category, and both the applicant and employer had to satisfy the OINP requirements in effect at the time. The job offer had to be in a skilled occupation classified under NOC TEER 0, 1, 2 or 3. Unlike some other economic immigration pathways, the stream did not require previous work experience, which made it particularly relevant to recent graduates.
Applicants were also required to have completed an eligible Canadian credential within the prescribed period and meet requirements related to legal status, intention to reside in Ontario, and the terms of the job offer. The employer separately had to meet Ontario’s business, revenue, staffing, and employment requirements.
The stream operated through the OINP Expression of Interest system. Candidates registered an EOI, received a score, and could be invited through general or targeted draws. After an invitation was issued, both the employer and applicant had to complete their respective parts of the application within the required deadlines.
Ontario continued issuing invitations under the International Student Stream during 2026 before the program redesign took effect, including targeted draws for particular occupations and regions.
