Strategic Advisor, Learning and Development
Mike is currently serving as Senior IT Project Manager for Training and Technology Programs at XA Systems, LLC, leading two parallel public sector initiatives. The first is a U.S. Coast Guard Electronic Health Record (EHR) Training and Optimization program, enabling the adoption of electronic health records across both CONUS and OCONUS environments. In this role, he develops the program management framework, leads a distributed team of trainers, instructional designers, and analysts, and manages deliverables through the customer’s PMO over a 10-month base period with option years. The second initiative focuses on expanding statewide access to work-based learning, encompassing initial scoping, a 90-day execution plan, and aligning higher education, employer, student, and government workstreams around common milestones and reporting schedules. Across both programs, he manages schedule, risk, stakeholders, and delivery using Microsoft Project, SharePoint, and Jira.
Mike brings over 15 years of experience leading technology initiatives for federal agencies, with a focus on cloud migrations, application and infrastructure delivery, enterprise collaboration platforms, and secure system enhancements within complex government environments. He is certified in PMP, ITIL, and SAFe Scrum Master, with extensive experience leading cross-functional teams across Agile and hybrid delivery models. His body of work includes managing AWS and Azure migrations, SharePoint redesigns, case management system enhancements, monthly production releases, and knowledge management solutions, all within strict federal governance, security, and compliance frameworks.
Throughout his career, Mike has partnered with business stakeholders, engineers, cybersecurity teams, and operations to drive delivery, mitigate risk, and ensure alignment between technical execution and organizational priorities. He has led initiatives spanning workflow optimization, knowledge management, and process improvement across large-scale government programs.
Beyond technical leadership, Mike brings a strong commitment to workforce development, supporting learning and development initiatives, knowledge transfer, and capability building to strengthen team performance and align talent with evolving organizational needs.

At XA Talent, Abigail leads strategy and operations, guiding the company’s workforce development and employer partnership initiatives. She architects hire-train-deploy models and talent development programs designed to build sustainable pipelines aligned with employer demand. Working closely with state workforce boards, federal programs, and industry leaders, she anticipates workforce trends, aligns talent solutions with market needs, and creates pathways that prepare both individuals and organizations for long-term success. Her role bridges strategy and execution, ensuring programs deliver measurable outcomes and competitive advantage.
In addition, she designs and delivers intrapreneurship workshops and keynotes for external organizations, while embedding these principles into workforce initiatives. These engagements emphasize growth mindset, innovation, and collaboration, equipping teams to think entrepreneurially and contribute to organizational performance.

After 20 years of delivering IT management consulting and infrastructure operations; management services to the federal government XA Systems, and hiring thousands of employees over the years, Evan and his team have developed a system that scales a company’s personnel recruitment with culture-driven candidates who contribute to the success of the business.
As a technology-based business focused on continual process improvement, the methods he and his team have developed have been improved over the years and are centered on employer branding and recruitment marketing that results in a pipeline of engaged candidates ready to be hired on demand. He believes every business can succeed and create an impact if they are willing to take uncomfortable action with the right tools and knowledge. He’s determined to stand in the gap and provide the tools and knowledge businesses need.
To date, he has played a role in the growth and development of more than 30 companies. He has worked behind the scenes of SMBs and massive 8 to 10-figure companies helping them overhaul their processes, reinvent their recruitment marketing strategies, and drive growth, both in net profit and an overall employer reach into job seeker communities.
With a passion for business transformation, Evan has developed his own technology, an enterprise SaaS solution, ServeOptics, that delivers service support performance metrics to IT leaders who need actionable insights to make informed business decisions. The more visibility of operations that exists with real-time performance metrics and automated reporting, the more efficient and effective companies can be in their service support operations, which enables a business to gain a significant competitive advantage in their industry.
